Step 1:
Prefold in half two times.

Step 8:
Press the waist inwards and pull the bottom of the dress outwards.
Fold the tip on the top left downwards, see curved arrow, to make the dress fit better on a fashion doll (see final pictures).

Step 6:
Fold over these four lines

Step 5:
Fold both edges to the left

Step 7:
Tape / glue the edges together

Step 3:
Make an inside reverse fold on these two places

Step 2:
Prefold the edges to the centerline

Step 4:
Fold both edges in half
